The device in front of you only displays the desktop. The desktop itself lives in the cloud.

This guide explains Windows 365 in plain terms. It covers how it works, how it differs from Microsoft 365, Azure Virtual Desktop, and a traditional PC, what the Business, Enterprise, and Flex editions are, what protects your data, what you need to get started, and what has changed since Microsoft launched the service in 2021. It is written for business owners, IT managers, and anyone deciding whether a Cloud PC fits their team.

Windows 365 at a Glance

What it is: A full Windows desktop, called a Cloud PC, hosted and managed in the Microsoft cloud for each user.

How you reach it: Through the Windows App on Windows, macOS, iOS, iPadOS, and Android, or through a web browser.

How you pay: A fixed monthly price per Cloud PC license, set by the size of the Cloud PC, with no usage meter. A user connects through the Windows App or a web browser, signs in with a work account, and sees a normal Windows desktop. Because the computing happens in the cloud, the device they connect from can be a modest laptop, a Mac, a tablet, or a phone. Each Cloud PC has a set amount of processing power, memory, and storage, chosen when you buy the license.

Microsoft announced Windows 365 in July 2021 and made it generally available on August 2, 2021. A common point of confusion, including in the first version of this article, is the idea that Windows 365 is the old Windows Virtual Desktop under a new name. It is not. Windows Virtual Desktop was renamed Azure Virtual Desktop, which is still a separate service. Windows 365 was designed to give you remote Windows without the infrastructure work, so a Cloud PC behaves like a PC you manage in Microsoft Intune, not a pool of virtual machines you have to design and scale yourself.

Every Cloud PC is joined to Microsoft Entra ID and enrolled in Intune when it is created, which means it is ready for Conditional Access and device policies from day one, according to Microsoft’s Cloud PC lifecycle documentation. In August 2026, Microsoft marked five years of Windows 365, and the service has grown well beyond its original two editions, as the sections below explain.

Windows 365 vs Microsoft 365: What Is the Difference?

The similar names cause real confusion, so it is worth being direct. Microsoft 365 is a subscription bundle of productivity and security services, such as Word, Excel, Outlook, Teams, OneDrive, and SharePoint. Windows 365 is a Windows desktop delivered from the cloud. One gives you applications and services, and the other gives you the computer to run them on.

They work together. Microsoft 365 apps run inside a Cloud PC just as they would on a physical PC. Many Microsoft 365 Enterprise plans also include licensing that Windows 365 Enterprise requires, such as Windows Enterprise, Intune, and Microsoft Entra ID P1, although you buy Windows 365 itself separately. If you already use Microsoft 365 and want a consistent, managed Windows desktop for your people, Windows 365 is the natural next layer.

How Does Windows 365 Work?

The experience is simple for the user and carefully layered underneath. These four steps cover what happens from sign-in to a working desktop.

1. The Admin Provisions a Cloud PC

An administrator assigns a Windows 365 license to a user. In Business, Windows 365 then creates the Cloud PC for that user. In Enterprise and Flex, a provisioning policy defines the image, network, and region, and assigning the license and policy together triggers provisioning automatically.

2. The User Signs In and Is Verified

The user opens the Windows App or a browser and signs in with a work account. Microsoft Entra ID checks who they are, and Conditional Access can require multi-factor authentication or a compliant device before the session starts.

3. The Cloud PC Does the Computing

Windows and your applications run on the Cloud PC in Microsoft’s cloud. Files, settings, and installed apps stay there between sessions, so the desktop looks the same each time.

4. The Screen Streams to Your Device

What reaches the device is the display, keyboard, and mouse activity, not the files themselves. That is why a lost laptop is a much smaller problem when its owner works on a Cloud PC.

To make that concrete, picture an accountant who starts a spreadsheet on an office desktop, keeps working on a home laptop that evening, and checks a figure from a tablet on the train the next morning. Every device shows the same open spreadsheet, the same browser tabs, and the same settings, because all of it sits on one Cloud PC. Nothing is copied between devices, and nothing needs to be saved to a USB drive. If the laptop were lost on that train, the accountant’s files would still be on the Cloud PC.

On the device side, Microsoft’s Windows App is available for Windows, macOS, iOS and iPadOS, Android and Chrome OS, and web browsers, and it connects to Windows 365 on all of them. That covers questions like whether Windows 365 works on a Mac, which it does, and whether it works on a tablet. If you want a walkthrough for a specific device, see our guide to running a Cloud PC on an iPad. One limit to know: you sign in with a work or school account, not a personal Microsoft account.

Windows 365 Editions Explained: Business, Enterprise, and Flex

Windows 365 is sold in three editions. In dedicated mode, one license covers up to three Cloud PCs assigned to different people, with only one active at a time. In shared mode, one Cloud PC is shared by a group, one session at a time. That makes Flex a good fit for staggered shifts and part-time staff, and a poor fit for several people who need the same desktop at the same moment.

Pick the edition with growth in mind, and ask whether and how you can move between editions later, since they are bought and managed differently. Windows 365 gives each person a dedicated Cloud PC at a fixed price. Azure Virtual Desktop bills for the Azure resources your session hosts consume and supports multi-session Windows, where many users share one host. That makes AVD more flexible and often cheaper at large scale, and it also makes it more work to design and operate.

A rough rule works well: choose Windows 365 when people need personal, persistent desktops and your IT team is small, and choose AVD when many users can share hosts and you have the skills to tune them. For the full comparison, here is how the two compare in cost and control. If you like the flexibility of AVD but not the operating work, managed personal desktops on Azure put a provider in charge of it.

When a Managed Desktop Provider Makes Sense

Windows 365 is itself a kind of desktop as a service, delivered by Microsoft. Some teams want more than a single desktop, though. In those cases, fully managed cloud desktops or shared desktops hosted and managed for your team can be a better fit, and the two approaches can run side by side.

Comparing Windows 365 With Other Desktop Options?

Tell us what your users run and how many share a desktop. Windows 365 provides the computer itself, created and managed in the cloud, with identity, device policy, and security built in.

“It replaces Microsoft 365.” It does not. Microsoft 365 supplies the applications and services, and Windows 365 supplies the desktop they run on.

“It is the old Windows Virtual Desktop.” Windows Virtual Desktop became Azure Virtual Desktop, which is a different service with different pricing and management.

“Data is automatically safer in the cloud.” Not automatically. Keeping files off the device helps a great deal when laptops are lost or stolen, but the protection depends on how you set up identity, policies, and data controls.

“A Cloud PC is always cheaper than a laptop.” It depends. A Cloud PC trades a one-time hardware purchase for a monthly license, so compare the full picture, including management time, replacements, and support, and size each Cloud PC to the work.

Limits to Know Before You Buy

Windows 365 is simple to run, but it has boundaries worth understanding before you commit.

It needs a connection. There is no offline mode, so people who work on planes or in places with weak internet still need a local device that works on its own.

One user per Cloud PC. Each Cloud PC serves a single person at a time, so applications that rely on many users sharing one server session need a different design.

The price is flat, not metered. A lightly used Cloud PC costs the same as a heavily used one, so sizing and clearing out idle licenses matter. Disk storage can only be increased once a Cloud PC exists, while RAM and vCPU can move up or down.

Business has networking limits. Business uses Microsoft-hosted networking, so software that must reach servers on your own network needs Enterprise.

It is not a backup of your files. Removing a license starts a seven-day grace period, after which Windows 365 deprovisions the Cloud PC and its storage, so keep important files in OneDrive, SharePoint, or your document system.

How to Get Started With Windows 365 in 6 Steps

A good rollout starts small and builds on what you learn.
