NOTE: You need to have a SharePoint Administrator Access to your SharePoint site to perform the steps given below.

1.   Browse to the site where you want to change the Top Link Bar order.
2.   Click on Site Actions and Select Site Settings.
3.   Click on Top Link Bar, Under Look and Feel.
4.   Click on Change Order.
6.   In the Change Order page, specify the order of each link, and then click on OK.
